Windows Cannot Open Help And Support Because A System Service Is Not Running

When I click on Help & Support, the error says "Windows cannot open Help and Support because a system service is not running. In the Startup type pulldown, set it to Automatic. This is what has me so confused. To resolve the problem, Start the Help and Support Center service and set it to Automatic.
